Environmental Officer


Course Description:

This is a 24-hour training course designed to train the student in basic environmental crime 

investigation. This course is designed for solid waste personnel, regulatory inspectors and criminal investigators concerning illegal dumps. This course is required for individuals desiring to be licensed as an Environmental Officer by the Arkansas Division of Environmental Quality. You MUST meet DEQ Qualifications BEFORE attending this course.

Learning Outcomes:

  • The students will understand how solid waste management works in the State of Arkansas
  • The student will understand all APC&EC rules along with Resource Conservation and Recovery Act (RCRA)
  • Student will recognize Arkansas Code Annotated and how it applies to the solid waste industry and the Acts.
  • Student will know the responsibilities required under the Environmental Compliance Resource Act.
  • Student will know and enforce the codes of the Arkansas Solid Waste Management Act
  • Student will understand and enforce the codes of the Arkansas Litter Control Act
  • Student will understand APC&EC Rule 18 for the enforcement of illegal open burning
  • Student will know and enforce the codes under the Tire Accountability Act
  • Student will recognize and identify the hazards of investigating illegal dump sites with hazardous materials or substances
  • Student will learn the proper procedures in investigating an illegal dump site and applying all safety measures to assure officer safety.
  • Student will understand procedures on proper clean up of illegal dump sites and to gain resources to accomplish the same

Must Know:

  • Attendance is mandatory for all
  • Must pass both written and practical exams with 70% or better for certification to be awarded
  • Daily breaks are scheduled – please bring or plan to get lunch
  • Must be current employee of a municipality, city, county, regional solid waste management district, or state agency, board, or commission
  • This is a certification course. To receive certification, the student must complete a comprehensive written final exam administered by the Arkansas Division of Environmental Quality Licensing Division. Minimum score to obtain certification is 70%.
